Libreville, June 14, 2018

The OHADA Council of Ministers held its 46th session on June 14, 2018 in the conference room of the Radisson BluOkoume Palace Hotel in Libreville.

The opening ceremony was chaired by HE Emmanuel ISSOZE NGONDET, Prime Minister, Head of Government of the Gabonese Republic, whose opening address was preceded by the introductory speech of Professor Dorothé C. SOSSA, OHADA Permanent Secretary.

The meeting was chaired by HE Edgard Anicet MBOUMBOU MIYAKOU, Minister of State, Minister of Justice and Human Rights, Keeper of the Seals of the Gabonese Republic and Chairman in Office of OHADA Council of Ministers.

In addition to reviewing the Permanent Secretary report on the activities and functioning of the institutions in the first half of 2018, the Council of Ministers had an exchange, now traditional, with the Technical and Financial Partners of the Organization.

Under the normative issues, the Council of Ministers adopted a Decision on the paying activities of the Higher Regional School of Magistracy (ERSUMA). This Decision provides the School with an appropriate legal framework for the diversified deployment of its training offer, as well as for the performance of its consulting, technical assistance, production and sale of publications activities.

As part of its standard-setting activities, the Council of Ministers reviewed the progress of the process of drawing up a Uniform Act on factoring and instructed the Permanent Secretary to closely involve central banks. The Permanent Secretary was also instructed to seek the necessary means for the effective opening of the revision of the Uniform Act organizing simplified recovery procedures and measures of execution.
 
The Council of Ministers welcomed the growing support of the Technical and Financial Partners whose approval by the World Bank Group Board of directors, through an additional funding of US 15 million dollars for OHADA benefit represents a new illustration. He congratulated the Permanent Secretary on the satisfactory implementation of the previous Grant Agreement which facilitated the granting of this new funding.

The Council of Ministers has also recognized to Union Africaine des Huissiers de Justice (UAHJ) the status of technical partner.
 At the end of its meeting, the Council of Ministers presented a motion of thanks to HE Ali BONGO ONDIMBA, President of the Gabonese Republic and President in office of the Conference of Heads of State and Government, for his constant support to OHADA actions. /-
