On Friday 31 January 2020 in Conakry (Republic of Guinea), Professor Emmanuel Sibidi DARANKOUM, Permanent Secretary of the Organisation for the Harmonisation of Business Law in Africa (OHADA), proceeded to the solemn presentation of the software solution for the integrated management of the local registries and national files of the Trade and Personal Property Rights Register (RCCM), together with a large quantity of computer equipment to equip four local sites and the national file, to H.E. Mamadou Lamine Fofana, Minister of State, Minister of Justice, Keeper of the Seals of the Republic of Guinea.
This important activity took place in the presence of the Budget Minister, H.E. Mr Ismaël Dioubaté, the Minister in charge of Investments and Public-Private Partnerships, H.E. Mr Gabriel Curtis, Mr Magueye DIA, Representative of the World Bank, and the President of the OHADA National Commission of Guinea, Mr Pierre Lamah.
On this occasion, the Permanent Secretary recalled the genesis of the RCCM computerization project in the OHADA space, outlined the functionalities of the system as well as the technical characteristics of the equipment offered. He also pointed out the new opportunities for access to up-to-date information on economic players in all OHADA Member States.
He indicated that the expected modernization of the RCCM will make information on economic operators more reliable and promote investor confidence. It is likely to better meet the expectations of economic operators and satisfy current technological requirements.
He said that in the coming weeks, company registration in Guinea will be done with the official OHADA software and promoters will now receive OHADA standard registration numbers within minutes. This will significantly reduce the time it takes to set up a business in the Republic of Guinea.
In his speech, H.E. Mamadou Lamine Fofana, Minister of State, Minister of Justice, Keeper of the Seals of the Republic of Guinea, stated that Guinea was delighted to be chosen by the new Permanent Secretary of OHADA as the first country to visit within the framework of his tour to the Member States of our Common Organization.
He shared the appreciation of the highest Guinean authorities for this interest and attention and reassured the Permanent Secretary of the backing and support of his country in the fulfilment of his heavy and exhilarating mission.
He expressed his deep gratitude to OHADA and the World Bank for the invaluable support provided to his country through the donation of the RCCM-OHADA software solution and a large quantity of computer equipment. This substantial assistance, he recalled, comes at the right time and makes it possible to provide the newly created Commercial Court of Conakry and certain courts of the outback of the country with valuable working tools for the proper distribution of justice, an indispensable factor in attracting investment and securing business practice.
The official presentation ceremony for the RCCM-OHADA software solution and computer equipment was preceded, from January 21 to 31, 2020, by a training session for the system administrators and users. For about ten days, computer scientists, court registrars and representatives from the investment promotion agency reviewed the various functionalities and ensure a good knowledge of the software for immediate use.
On the fringes of the activities, the delegation of the Permanent Secretariat held a working session with the Ministry of Economy and Finance, the Ministry of Foreign Affairs and the Ministry of Budget.
During his work visit, the Permanent Secretary of OHADA met successively the Minister of State, Minister of Justice, Keeper of the Seals, Mr Mamadou Lamine Fofana, the Minister of the Budget, Mr Ismaël Dioubaté, the Governor of the Central Bank of Guinea, Dr Loucény NABE, the Minister of Economy and Finance, Mamadi Camara, and the Prime Minister, Head of Government, H.E. Mr Ibrahima Kassory Fofana.
The Permanent Secretary exchanged views with the personalities he met on various subjects of interest to the life of the Organisation.
The Permanent Secretary of OHADA also paid a courtesy visit to the President of the Republic of Guinea, His Excellency Professor Alpha CONDE.
The Permanent Secretary thanks the authorities of the Republic of Guinea for the welcome extended to him and the useful arrangements made for the successful deployment of the software solution. He also uses same opportunity to reiterate his gratitude to the World Bank Group, which funded the development of the software and the acquisition of the equipment.
The presentation of computer equipment, the deployment of the computerized RCCM and the training will continue in the near future in the other OHADA member countries.
