The Permanent Secretary on a Diplomatic Mission to Madagascar

As part of OHADA’s promotional activities, Professor Mayatta Ndiaye MBAYE, Permanent Secretary, carried out a working mission to Antananarivo, Madagascar, from 16 to 20 September 2025, accompanied by Dr Alexis NDZUENKEU, Director of Legal Affairs, Documentation and Communication.

During his stay, the Permanent Secretary pursued his outreach to the Malagasy authorities and the diplomatic community. In this regard, he was received in audience by Professor CHAMINAH Loulla, Minister of Higher Education and Scientific Research. He also held discussions with H.E. Mr Roland KOBIA, Ambassador, Head of the Delegation of the European Union to the Republic of Madagascar and the Union of the Comoros, as well as with H.E. Mr Arnaud GUILLOIS, Ambassador of France to Madagascar.

The Permanent Secretary likewise held working sessions with Mr Atou SECK, Resident Representative of the World Bank Group in Madagascar, and Mr Adam AMOUMOUN, Country Manager of the African Development Bank (AfDB).

In addition to these high-level political and diplomatic engagements, the Permanent Secretary presided over the launch of two OHADA–Madagascar comparative law publications devoted respectively to arbitration and to contracts for the carriage of goods by road. The OHADA delegation also conducted an awareness-raising workshop for bailiffs drawn from all regions of the country and contributed to the proceedings of the multidisciplinary conference held at the Faculty of Economics, Management and Sociology of the University of Antananarivo on Business Financing, where it presented the advantages of the OHADA system.
