As the driving force behind the Reflection Day held on Thursday, 29 October 2026, at the People’s Palace in Kinshasa, primarily for parliamentarians, the Presidential Unit for the Business Climate of the Democratic Republic of the Congo (CCA) is continuing its coordination efforts to improve the business environment.
This first-of-its-kind event, held in the wake of extensive preparatory work prompted by the recommendations arising from the first edition of the National Business Climate Barometer, designed and conducted by the CCA, provided an opportunity to raise parliamentarians’ awareness of the need for, objectives of, means and methodology for, as well as the limits of, developing national legislation to complement the Uniform Acts.
Following the conclusion of the proceedings, the two bills submitted by Honourable Member of Parliament Mr Pierre SUMEY may now proceed through the legislative process towards their adoption. Under the leadership of its Coordinator, Mr Rock BASHALA, the CCA intends to maintain its mobilisation alongside Parliament, the National OHADA Commission (CNO) and other stakeholders in business law, with the support of the OHADA Permanent Secretariat, with a view to bringing the process of developing national legislation complementing the Uniform Acts in the Democratic Republic of the Congo to completion.
It should be recalled that the Presidential Unit for the Business Climate is a specialised technical service within the Office of the Head of State and placed under his direct authority. It is mandated to study, assess and coordinate the implementation of reforms and public policies aimed at improving the country’s business environment.
As the body behind the National Business Climate Barometer in the DRC, the second edition of which was launched in October 2026, the CCA is cooperating with OHADA in connection with preparations for the International Congress on the Business Climate in Africa (CICAAf).
