Article 2.4 of the Arbitration Rules provides that the Court may delegate the decision-making power to a restricted committee,, provided that it is informed of decisions taken by such committee at its next meeting .

Under Article 2.6 of the Internal Rules of 2 June 1999 on arbitration, this restricted committee shall comprise a Chairperson and two members appointed by order of the President. The President of the Court shall chair the meeting of the restricted committee. He may appoint a Vice- President to replace him.

It follows from Article 2.7 of the said Internal Rules that “when the Restricted Committee cannot decide, it refers the case to the next Plenary Session of the Court and with any proposal it deems appropriate.”
