NB. The Court may be consulted for an advisory opinion by the following persons:

– Any State Party
– The Council of Ministers
– Any national jurisdiction

Any request for an advisory opinion from a State Party or the Council of Ministers is presented by written request
This motion formulates in precise terms the question on which the opinion of the Court is sought; it is attached any document which could serve to elucidate the question
Any decision by which a national court requests an advisory opinion from the Court, is notified to the Court at the behest of that court.
